Detention Field Officer

About the Job

This is a full-time position with the duty station in Baku

The detention field officer contributes, under the professional supervision of the Prison System Adviser and line management support and guidance from the detention team leader to the implementation of the Organization systemic support to prison administration in Azerbaijan, by contributing to defined activities in line with the delegation’s strategy, objectives and plan of action. S/he also works closely (or reports) with PGE delegate concerning law enforcement activities particularly on law enforcement custody.

 

Specific Duties:

  • Produces analyses of the security, socio-economic, cultural and political environment in which the Organization is working, shares relevant information with colleagues and reports any changes in the situation
  • Is aware of the delegation's objectives and has a good knowledge of the Movement, National Society branches, humanitarian organisations, UN and other interlocutors (authorities, local leaders, etc.)
  • Supports the delegation in mapping the key actors involved in detention (building of new prisons, training of staff, capacity building projects, judicial guarantees, etc.) and in developing and/or strengthening contacts with them thereby supporting the development of multi-stakeholder approaches in support of Organization humanitarian objectives
  • Is involved in the organisation of seminars, thematic workshops, training modules, working meetings and training sessions on issues relevant to the penitentiary administration and law enforcement officers
  • Participates in and contributes technically to working group meetings and the development of different types of documents for the penitentiary system
  • Writes reports, minutes of workshops, seminars, and meetings, based on given guidelines
  • Supports the delegation in producing thematic reports on the humanitarian issues in detention and in shaping solution-oriented key messages
  • Interprets accurately from English to Azerbaijani and vice versa during meetings and training sessions and/or as required
  • Translates documents/letters, including training material from English to Azerbaijani and vice versa if needed

 

About you

  • University degree or relevant professional experience
  • Excellent command of English and Azerbaijani
  • Russian an advantage
  • Computer proficiency
  • At least 3 years' experience in a managerial position in a related field such as criminal justice, law, social or political sciences.
  • 2 years' experience working for the Organization or other humanitarian agency an asset
